We are passionate about partnership working, and believe that fostering these relationships between licensed premises, business improvement districts, local authorities, police forces and all other important stakeholders in a town or city is crucial to a successful, enjoyable and sustainable leisure offer.

We help to create safer, more vibrant and attractive places to enjoy food, drink and leisure time by supporting towns and cities to develop tailored projects and policies to support their wider leisure economy.

Our Team

Sylvia Oates

Sylvia Oates

Sylvia has worked in the leisure and hospitality sector for 24 years and has a genuine passion for the sector. She believes in the power of working in partnership with businesses, local authorities, police forces, Business Improvement Districts (BIDs), voluntary organisations, health bodies and other partners.

She has worked with town and cities across the UK to write night time economy strategies, achieve Purple Flag status, review policies, set up Best Bar None schemes and deliver other projects that support a diverse, vibrant and safe leisure economy.

David Randall

David has worked in tourism and hospitality for over 20 years, setting up and leading local and international partnerships to promote destinations, develop the product offer, and improve skills and quality of the visitor experience.

His international experience includes creating global brand and communications strategies, a high degree of strategic planning, writing grant funding applications, and working with partnerships to create new projects based on mutual objectives.

David believes in working with partners to build projects ‘from the ground up’, making sure the needs of businesses are met by creating support and programmes that work for them.

Iwona Kossek

Iwona has been working in the hospitality, leisure and Night Time Economy sector for over 19 years. She has extensive experience in the hospitality sector, managing venues and more recently, working in area management for the Stonegate Group.

She has worked within Business Crime Reduction Partnerships, is a Purple Flag assessor, has helped set up Best Bar None Schemes and has been part of strategic partnerships that have supported the overall Night Time Economy.

Iwona believes that partnership working is the key to ensuring a safe and vibrant NTE for any town or city. Her experience across the private and public sector means that she brings a varied approach to Six Till Six as part of her Partnership Management role.

Elizabeth Murphy

Elizabeth is a passionate and highly experienced Place Management
professional, with a speciality for Evening and Night Time Economy, offering
advice, support and mentoring to place managers and place service providers.
Her background is in retail, NTE and BID development and recent work has
included supporting Bradford to reestablish Pubwatch and to successfully bid
for funding from the Home Office Safer Streets programme.
Elizabeth sits on the High Street Task Force – Ministry of Housing, Communities
and Local Government, and was former chair of Yorkshire and North East for
Association of Town and City Management (ATCM).

Jayne West FRSA

Jayne West FRSA is a consultant and practitioner across multidisciplinary, multistakeholder projects in the arts, creative, cultural, and TCLF sectors (textiles, clothing, leather, and footwear). She has almost 30 years experience in project scope, strategy, communication, finesse and delivery, working with brands, trade bodies and consortia nationally and internationally. 

Jayne is a specialist in asking the ‘difficult questions’ and has a keen focus on sustainability. She is a champion for the solopreneur economy and over the last decade has worked increasingly on sector wide, employer lead, vocational training strategies and delivery in the UK and EU

Laura Stevens

Laura has over 15 years of project management experience, much of which has been in the leisure and hospitality sectors. Having worked for both licensed premises and supporting partnership organisations, she has a full understanding of the issues the NTE faces and brings this insight into her work.

Before joining Six Till Six, the projects she has previously worked on include Best Bar None, funding applications, awareness campaigns, organising training programmes, copywriting, marketing, managing focus groups and event management. She’s also a personal license holder.

Debbie Ogier

Debbie is our office manager for Six Till Six and supports the delivery of Best Bar None, the Home Office backed accreditation for pubs, bars and clubs.

With a strong background in customer service, Debbie brings over 10 years of understanding and skills with her. She has a wide range of experience from different industries and roles, including leisure and hospitality, development and communications.

Debbie is enthusiastic about night-time economy management and is eager to support businesses, local authorities, police forces and other partners in fostering a vibrant, safe and bustling night life.

Isaac Heatlie

Isaac has worked in the hospitality industry since 2014 and has a keen interest in this sector. A Politics and Economics graduate from Aston University, Isaac’s undergraduate dissertation focussed on trade union membership in the hospitality industry, gig economy and education sector.

Isaac has also worked on a sustainable branding strategy for the UNESCO Global Geoparks Network, providing experience in working with a range of clients and stakeholders in a politically sensitive environment.

Isaac is passionate about the hospitality industry. His experience of both working within and studying the industry shaped his belief that a focus on staff satisfaction and performance is key to the industry’s success.

Helen Dawes

Helen is the Administrative Assistant for Six Till Six and supports in the delivery of the Best Bar None accreditation scheme.

With a 25 year career, encompassing many aspects of project administration; customer service and management accountancy, within a range of industries, Helen has a wealth of knowledge and skills which enable her to provide high quality support across our range of clients, colleagues and partners

Barry Brown

Barry has been a police officer for 30 years, achieving the rank of Inspector, responsible for Neighbourhood Policing within Chester Local Policing Unit.

Barry has gained extensive experience during his time as a police officer, ranging from local initiatives, through to music festivals, and royal visits. He brings a wealth of knowledge, high working standards, and an approachable manner to Six Till Six.

His focus has been on building close working relationships with stakeholders within the night-time economy, tackling crime and anti-social behaviour, and engaging with the community to make them safer places.

Catherine Macdonald

Cat has been working with the licensed trade, police, local authorities, stakeholders and voluntary groups for over 20 years.  For the last 11 years she has managed the Plymouth BBN scheme, is a scheme assessor, Personal Licence Trainer and is the Purple Flag Coordinator for the city. She has a wealth of experience in identifying and resolving problems and issues in the ENTE.

She is passionate about partnership working and has seen the benefits developing strong working relationships brings to delivering a safe, vibrant and successful Evening and Night time economy.

Sarah Walker

Sarah Walker brings a wealth of knowledge to the business having over 20 year’s experience of the Evening and Night Time Economy (ENTE) from her previous roles at the BII (British Institute of Innkeeping),  Best Bar None National Co-ordinator and Purple Flag Programme Manager.

Sarah is passionate about the ENTE and place management and believes that effective partnership working is key to making a real difference to the regeneration, revitalisation, diversification and perception of our towns and city centres nationally and internationally.

Sarah has worked with many towns and cities across the UK and most recently internationally in Auckland, New Zealand.

Dave Oates

Dave is our data and performance specialist. He has over 17 years’ experience of police and local authority data, working with authorities and forces across the country, helping them realise the potential of their data through efficient, accurate and timely data collection coupled with innovative reporting solutions.

His range of technical expertise includes advanced Excel, SQL, SQL Server Reporting Studio (SSRS) and Power BI.

He is that rarest of breeds who can take on multiple complex datasets and translate them into easy-to-understand insights, along with practical recommendations using logical thinking to drive positive change, such as reduction in violence or ASB, best use of reduced resources or opportunities to save time and money.

Dave can also provide specialist advice on objective setting and on which data to collect and analyse, producing bespoke, insightful KPI dashboards that enable effective measurement of local activity, best use of available resources and the identification of future trends.
